About The Consortium for Elections and Political Process Strengthening (CEPPS): CEPPS is a co-equal, legal joint venture established in 1995 between the International Foundation for Electoral Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute (NDI). Currently, CEPPS is the holder of the Democratic Elections and Political Process (DEPP) Global Elections and Political Transitions (GEPT) leader with associates award (LWA) from the US Agency for International Development (USAID) and has held similar awards since its creation. Over the past 27 years, more than $1.0 billion of funding has been awarded to CEPPS for programs in more than 60 countries. Through the DEPP mechanism, CEPPS works to empower local partners to build resilient government institutions, political parties, and electoral processes in fragile states and developing democracies.

PRIMARY FUNCTION/PURPOSE:

The CEPPS Youth Specialist will work to further expand the youth political participation and inclusion portfolio within CEPPS programming and support the meaningful inclusion of historically marginalized groups as part of CEPPS’ technical approach to democracy, human rights, and governance (DRG) programming.

The Youth Specialist will report to the CEPPS Senior Inclusion Advisor and will work closely with the CEPPS Management Team and relevant youth and inclusion points of contact across the consortium.

Job Responsibilities:

MAJOR DUTIES AND RESPONSIBILITIES:

The Youth Specialist will undertake the following key duties and responsibilities:

  • Develop CEPPS-level strategy to increase sustained youth participation and leadership in political, electoral, and civic processes.
  • Coordinate CEPPS-level youth-focused special initiatives, such as youth advisory groups, dissemination of knowledge products, events for international awareness days, or other special programs.
  • Guide the development and implementation of the CEPPS youth political inclusion learning agenda.
  • Build the technical capacity of CEPPS staff to design and implement youth political engagement initiatives that integrate positive youth development, social behavior changes interventions, and intersectional and cross-sectoral approaches to youth political engagement.
  • Provide technical assistance to regional, technical, and administrative teams on effective approaches to promoting youth political participation and mainstreaming youth considerations into DRG program implementation and CEPPS internal and external policies and processes.
  • Promote the implementation of USAID youth-centered priorities among stakeholders including as CEPPS partners, implementers, and the USG.
  • Enhance the capacity of field staff and local partners to conduct youth-focused DRG programming through training, information-sharing, and resource development.
  • Work with the CEPPS Management Team to develop communications products that highlight DEPP-generated learnings that inform the funder and the DRG community of practice about effective programming practices and approaches related to youth political inclusion.
  • Engage with key external stakeholders, including youth and inclusion points of contact at USAID, to keep up to date on emerging youth political inclusion trends and to communicate key aspects of CEPPS’ youth practice.
  • Fulfill youth-related reporting and other requirements as requested by USAID, including quarterly reports, annual reports, workplans, and data calls.
  • Support the Senior Inclusion Advisor to promote a holistic, intersectional inclusion approach across CEPPS programming.
  • Lead collaboration with existing youth-focused staff and youth technical leads across CEPPS by coordinating youth inclusion initiatives and activities.
  • Foster cooperation and drive consensus by ensuring buy-in on consortium-level decisions pertaining to youth political participation.

POSITION REQUIREMENTS

EDUCATION: Bachelor’s degree or higher in political science, international development, gender studies, or related field.

EXPERIENCE: Minimum 8 years professional experience in one or more youth development sectors. Experience in international democracy, human rights, and/or governance fields is required, particularly engaging formal political actors and institutions, is required. Direct experience working with young people is also required; experience integrating social behavior change theory and interventions and positive youth development approaches into programming is preferred. Experience working with USAID is desirable.

TECHNICAL SKILLS: Demonstrated ability to apply intersectional, inclusive, gender responsive approaches to youth development. Excellent written, spoken, and cross-cultural communications skills required. Experience with USG-funded assistance programs and specific experience with USAID-funded programs strongly desired; experience working with consortia is helpful, but not required. Keen ability to handle multiple priorities in a fast-paced environment and to work independently with a high level of self-motivation is required.

LANGUAGE SKILLS: Fluency in English required. Fluency in other languages, such as Spanish, French, Russian, Arabic, or sign language, is desirable, but not required.

TRAVEL: Some travel to CEPPS field offices may be expected as part of this position.

Job Responsibilities:

MAJOR DUTIES AND RESPONSIBILITIES:

  • Sets up new vendor profile in the Cost Point accounting system.
  • Verifies entries and documentation, identifies discrepancies, and resolves issues with transactions submitted in the web-based payment processing Accounts Payables Workflow (APW) system.
  • Imports information from APW system to Cost Point accounting system and compiles supporting documentation for payments
  • Records Local Currency Adjustments in Cost Point accounting system.
  • Helps in reconciling IFES Travel and Employee Credit Card transactions.
  • Handles requests of various organizational units.
  • Follows up with the bank regarding returned EFT transactions.
  • Assists with annual preparation, filing of Form 1099-NEC and 1099-MISC.

POSITION SCOPE: Provides financial support functions and performs moderately complex job duties requiring familiarity with contract compliance and financial controls. Coordinates work activities with internal and external partners.

Under the guidance and direction of the Technical Support Coordinator, the Project Management Support - Senior Analyst (Technical Support) will support the coordination of the Technical Support activities of UNMAS Iraq with National Mine Action Authorities (NMAA) in Iraq, and will be responsible for the following duties:

A) Support the coordination of the NMAA Technical Support activities

  • Support the development and design of joint technical support initiatives with National Mine Action Authorities in Iraq (Directorate of Mine Action, and Iraqi Kurdistan Mine Action Agency).
  • Support in the management of the agreed joint technical support initiatives of UNMAS Iraq with National Mine Action Authorities in Iraq (DMA and IKMAA) in consultation with the Technical Support Coordinator.
  • Support monitoring the overall progress of the Technical Support joint plan and the activities, including support on financial management.
  • Support in managing and resolving risks and issues related to the activity implementation, application of corrective actions.
  • Support in the coordination of activities and their interdependencies – including ensuring that appropriate support is committed through the different technical departments in UNMAS Iraq (Explosive Hazard Management and Explosive Ordnance Risk Education).
  • Provide timely activity tracking, analysis of outputs, and reporting.
  • Participate in the research, identification, and introduction of appropriate and new technologies to assist the delivery of activities and initiatives for the NMAAs.
  • Contribute to the development of a Statement of Work and Standard Working Practices to establish technical support activities for the NMAAs.
  • Participate in the planning, development, implementation, and maintenance of appropriate standards, best practices, and procedures in activity implementation for Technical Support.
  • Identify continuous improvements and lessons learned.

B) Liaise, coordinate and communicate with NMAAs and key stakeholders for technical support

  • Provide support to maintain regular engagement and coordination with DMA and IKMAA for the implementation of technical support activities.
  • Provide analysis and monitoring support to capacity building activities of other key strategic stakeholders in areas related to technical support.
  • Liaise with partners, UN, and other essential entities in Iraq for technical support related areas.
  • Proactively support the development of the relationship of UNMAS Iraq with DMA and IKMAA.

C) Supervision and support to staff

  • Provide support to manage the embedded liaison officers and technical advisors/trainers assigned, including ensuring that communication and performance management is maintained.

Education and Relevant Years of Experience:

This position is open to nationals or persons with a valid residence and/or work permit.

Education

  • Advanced University Degree (Master’s Degree or equivalent) with a minimum of two years of relevant experience; or
  • First-level university degree (Bachelor’s Degree or equivalent) with a minimum of four years of relevant experience; or
  • Eight years of military or police training instructor experience in technical and managerial disciplines is required.

Experience

  • Relevant experience is defined as experience in operations management, project management, stakeholder management, or reporting with an international organization or any other related field is required.

  • Computer literacy, particularly the experience of using MS Office, is required.

Language

Background Information – UNMAS

Established in 1997, UNMAS leads, coordinates and implements mine action under United Nations legislative mandates of both the General Assembly and the Security Council. UNMAS supports the UN's vision of "a world free from the threat of mines, explosive remnants of war (ERW) including cluster munitions, and improvised explosive devices (IEDs), where individuals and communities live in a safe environment conducive to sustainable peace and development where no one is left behind, where the human rights and the needs of victims are met and where they are fully integrated as equal members of their societies."

UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO). UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council, or at the request of the UN Secretary-General or his designated official. When instructed by the Security Council or called upon by Member States, UNMAS deploys under humanitarian, peace and security mandates. UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. Background Information – UNMAS Iraq

The UNMAS Iraq programme was formally established in June 2015, at the request of the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS supports the Government of Iraq to protect civilians from the threat of explosive ordnance and enables humanitarian, stabilization and reconstruction, and socio-economic efforts. under the UNMAS Iraq Programme Strategy focusing on three main components: 1. Job Responsibilities:

MAJOR DUTIES AND RESPONSIBILITIES:

  • Assists in the development and maintenance on accounting system that records and reports all financial transactions per generally accepted accounting principles (GAAP).
  • Responsible for the day-to-day accounting functions including General Ledger, Accounts Payable and Fixed Assets subledgers.
  • Adapt and train accounting team on 2CFR.200, GAAP and CAS regulations.
  • Assist Director of Accounting in adoption of CAS regulations.
  • Build a collaborative relationship with other operations and program units.
  • Build a collaborative relationship with IFES banks.
  • Monthly review of general ledger for month end close to ensure transactions are properly recorded for financial statement preparation. This includes asset, liability, revenue, and expense accounts.
  • Assist in month end close.
  • Recommends, reviews, and monitors compliance with financial policies, procedures, and controls.
  • Prepares, monitors, and interprets monthly financial reports and analysis for the Director of Accounting. This includes but is not limited to revenue and expense statements, balance sheets, and year-to-date financial statement summaries. Works with Director of Accounting to take corrective action when necessary.
  • Monthly reconciliation of all bank accounts.
  • Monthly reconciliation of all other general ledger accounts.
  • Oversee and supervise the Accounts Payable, Accounts Receivables and General Ledger Teams.

POSITION SCOPE: Manage and/or performs technical or complex work, requiring ingenuity and capacity to evaluate and respond to new and changing issues. Responsible for the oversight of all processing, accounting, Costpoint maintenance, internal controls and systems integration functions associated with general accounting and A/P.

DECISION MAKING/PROBLEM SOLVING: Identifies risk factors with potential to disrupt achievement of program or operational goals. Analyzes and proposes solutions based on knowledge of professional principles and best practices. Consults with stakeholders within and outside the organization; identifies, proposes and builds consensus around best solutions. Complex decision-making requiring in-depth analysis and consensus-building, subject to management review.

FISCAL RESPONSIBILITY: Responsible for banking transactions, vendor payments etc. Independently manage allocated resources.Critical review of financials and preparation of reports.Review expenses, contracts and purchases, subject to established controls and procedures. Strong knowledge of financial systems to ensure compliance.

RELATIONSHIPS: Maintains collaborative working relationship with team members and other staff, both within the headquarters and field offices**.** Builds and maintains relationships with internal and external partners, auditors etc.These require highly developed interpersonal skills, active listening, creativity and problem solving to assure desired outcomes.

SUPERVISION EXERCISED: Oversight of Accounts Payable and GL team.

POSITION REQUIREMENTS:

Education: Minimum 8 years of experience with MBA or CPA designation or 10 years with an undergraduate degree.

Experience: Experience with GAAP and USAID funding rules and regulations. Working knowledge of US government grants and contracting procedures, regulations, policies is required, including FAR, CFR and OMB circulars. Working knowledge of non-US Government donors (GAC, FCDO, SIDA, GIZ, DFATD, DFAT) etc. Prior experience in working with external auditors and audit function preferred. Comprehensive financial process knowledge and analytical experience. Experienced with closing accounting periods. Experienced with preparing financial and management reports. Significant experience with automated business & financial systems, spreadsheets, word processing, and database software.

Related Skills or Knowledge: Significant experience with automated business & financial systems, spreadsheets, word processing, and database software. Proficiency with Microsoft Office and Excel required. Experience with Costpoint and QuickBooks preferred. Comprehensive financial process knowledge and analytical experience. Proven track record of managing multiple priorities across multiple platforms with tight deadlines, with strong problem-solving skills. Strong team building and management skills. Good written and verbal communication skills are required. Supervisory experience a desired.

LANGUAGE SKILLS: Fluency in English required. Fluency in other languages highly preferred such as Spanish, French, Arabic, or sign language highly desired.
