Project Description:

IFES will work with the HNEC’s Public Outreach Department to further develop both its internal and external communications capabilities ahead of the constitutional referendum and subsequent elections to ensure that all citizens, and in particular traditionally marginalized communities, have access to, and remain informed of, transitional processes, electoral preparations and requirements, and election events. Building upon the outcomes of a strategic communications workshop conducted earlier this year, IFES will conduct a workshop to build the capacity of the HNEC to produce media clips using audiovisual tools, and mechanisms for improving outreach and advocacy efforts through use of video and social media. Additionally, it is critical that the media has the capacity to provide accurate and thorough information to the public; the workshop will therefore present an opportunity build the relationship between the HNEC and local media representatives in order to effectively leverage existing resources and capacities. As the transition process continues and electoral related activities take a prominent role, effective, coordinated and timely communication of these activities will be one of the most important responsibilities of the HNEC during this period.

Responsibilities:

The Strategic Communications Advisor will report to the IFES Chief of Party and will be responsible for completing the following tasks:

• Lead workshop for representatives of professional audio-visual media firms and the HNEC Public Outreach Sector and local media professionals to build their knowledge and understanding of each organizations’ roles, responsibilities, and expertise. Facilitate training for HNEC participants on the use of audio-visual tools for public outreach and advocacy.

• In coordination with the HNEC Public Outreach Sector and local audio-visual media professionals, develop a draft communications and outreach strategy targeting external stakeholders for the upcoming constitutional referendum. The plan should include suggestions for key themes, messages, and specific outreach approaches for each targeted stakeholder group.

• Work with the HNEC’s Public Outreach Department and local media representatives to develop targeted civic education messages and produce 3 video clips.

Deliverables:

• Lead a workshop for the HNEC’s Public Outreach Sector and representatives from media firms to build capacity and improve outreach and advocacy efforts through use of video and social media;

• In coordination with workshop participants, draft strategic communication plan for the HNEC with recommendations for utilizing the media;

• Review final video clips produced and provide recommendations;

• and, Final report, including any recommendations provided to the HNEC and the IFES Chief of

Party.

Qualifications:

• Bachelor’s Degree, Masters preferred, in political science or related field.

• Minimum of 7 years work experience implementing civic and voter education programs.

• Minimum of 3 years of proven experience developing civic/voter education campaigns and working with media.

• Familiarity with post-conflict/reconstruction and developing countries.

• Prior working experience in Libya or similar environment is an asset.

• Excellent communication skills and ability to work under stress.

• Excellent written and oral English language skills. (Spoken) fluency in Arabic is strongly preferred.

Under the guidance of the Chief of Party, the SENIOR ELECTIONS COMMUNICATION AND REPORTING ADVISOR will provide technical assistance and consultation to the members and staff of Liberia’s National Elections Commission (NEC). Job Responsibilities:

· Provide guidance in organizing and coordinating CVE campaigns and outreach activities for the 2017 General Elections

· Advise NEC on the structure and functions of Elections Media Center for 2017 elections;

· Advise NEC in the preparation of schedules, public events, briefing materials with Commissioners and key staff in collaboration with electoral stakeholders;

Since 2002, IFES has been working in Kenya to support free, fair, credible and peaceful elections and is currently seeking a Program Director/Peace-building Advisor for an anticipated Support for Peaceful Elections in Kenya project. The Program Director/Peace-building Advisor will have technical expertise in peace-building and conflict mitigation and program management experience to oversee the anticipated project supporting civil society, youth, and the media to mitigate election-related violence and to participate peacefully in the political process. The ideal candidate will have previously served as a technical director managing projects to support peace-building and engagement of youth and other marginalized communities in the full electoral cycle. Job Responsibilities:

Technical Direction and Program Implementation

  • Serve as IFES’ senior peace-building technical advisor in Kenya, providing strategic vision and technical advice to both IFES program staff and other stakeholders;

  • Oversee the implementation and evaluation of civil society and community-based initiatives for peace-building and conflict mitigation in the electoral cycle;

  • Shape Kenya specific messaging in line with general IFES messaging aimed at reducing conflict and promoting peaceful elections;

  • Ensure project employs strategies for engaging youth and other marginalized communities in all activities and messaging;

  • Lead and facilitate training and associated activities;

  • Provide overall program oversight, including management of sub-award partner(s);

  • Prepare and manage the implementation of project work plans in fulfillment of the project’s strategic objectives and goals;

  • Lead the drafting and submission of detailed quarterly and final reports;

Management

  • With IFES HQ, ensure compliance with IFES and donor rules and regulations, particularly with respect to fiscal management;

  • Establish strong working relationships with the field staff to facilitate the completion of program tasks in a timely manner and within the allocated budget;

  • Provide general supervision and mentoring of local and international field staff, including performance appraisals, staff development and other management issues;

  • In coordination with IFES HQ, assist in the identification, recruitment, and hiring of in-country office staff, as well as local and international technical consultants;

  • Provide oversight and management of technical consultants, including review of all consultant reports and deliverables;

  • Assist in program development for IFES by identifying additional technical needs in-country, contributing to the development of project proposals and reaching out to the international donor community in an effort to diversify IFES funding sources;

  • Serve as the “Lead Coordinator” (LC) for assigned project. The LC will have primary responsibility for the overall success and implementation of the project, including but not limited to, effective coordination of the partners’ joint activities, regular reporting and meeting with local donor representatives and proper sharing of programming information among project partners; and

  • Perform other duties as assigned by the Regional Director or IFES senior management.

Qualifications:

  • Bachelor’s degree in political science, peace and conflict studies, international relations, international development, or related field; master’s degree preferred;

  • Minimum of 10 years of experience in peace-building, conflict mitigation, and international program management, at least five of which are in Kenya;

  • Minimum of 5 years of experience with donor-funded activities in the democracy and governance sector;

  • Solid experience working with electoral security stakeholders in Kenya, including civil society organizations, traditional and religious leaders, and government institutions;

  • Demonstrated expertise in the political, economic, and social contexts in Kenya;

  • Deep knowledge of triggers for election-related violence and drivers of ethnic and political violence in Kenya;

  • Experience implementing programs with a focus on marginalized youth demographics in Kenya;

The Center manages IFES research and thought leadership activities to enrich electoral administration and democracy development assistance and ensure the consistent application of international standards and best practices.

Responsibilities:
Provide research and writing support for IFES technical leadership projects, focused on electoral dispute resolution, electoral leadership, pro-youth legal mechanisms, and the abuse of state resources in election campaigns. Research may be country-specific, regional, or global, and may focus on a range of sources: international, regional, and domestic laws and jurisprudence; international obligations and best practices; rule of law and elections indices and barometers; media analysis of elections; election observer mission reports; and other sources for information.

As needed, provide management and administrative support for technical leadership projects. Duties may include:

About the Project:

IFES is currently seeking qualified candidate for a program that aims to promote credible, participatory political processes in Kenya. With this funding, IFES will work with key stakeholders in the country to enhance the participation of citizens in political and electoral processes, increase the capacity of election management body and foster a political environment in which political parties promote inclusion and contribute to peaceful political processes.

Position Summary

Reporting to the Director of Operations & DCOP, the role will provide oversight on all financial management and operations functions of the IFES Kenya program and ensure all financial and operations processes are functioning effectively and efficiently.

S/he will plan, execute and evaluate all activities of financial management of various projects’ financial and accounting processes and be responsible for creating, reviewing, updating and enforcing compliance of the projects’ financial/administrative policies and procedures.

The role will oversee all administration and procurement duties of the field office, support the development and analysis of budgets and prepare periodic reports as required.

Key Responsibilities

Finance

· Work closely with finance staff to ensure that financial management and reporting is accurate and well documented.

· Ensure the transfer of money between head-office, field office and partners.

· Monitor cash flow, and ensure that sufficient funds are always available in the bank.

· Assist with the development and enforcement of proper internal controls with respect to cash management.

· Ensure field expense reports and periodic reports are submitted to HQ within the stipulated deadlines.

· Provide training to staff in finance and other related areas as appropriate for proper maintenance of books of accounts, inventory and fixed assets records.

· Supervise preparation of annual returns of IFES (both payroll and company) and ensuring compliance with local laws at all times.

· Assist with budget analysis and developing pipelines.

· Keep abreast and updated on local regulations and laws and advice IFES as and when needed, while ensuring that the office manuals are updated accordingly.

Grants Management

· Provide supervision and support to grants staff.

· Monitor sub grantees’ compliance with USAID rules & regulations.

· Deliver training on an ad-hoc, formalized and workshop basis to sub-grantee staff.

· Ensure the sub-grantees can submit regular and accurate Financial Reports using the format provided by IFES.

Under the supervision of the Program’s Conflict Prevention Specialist, the principal duties and responsibilities of the coordinators shall include, but not limited to the following: -

Key Responsibilities

· Coordinate and share information with the Conflict Prevention Specialist, program team and partners to ensure overall program targets and donor obligations are being achieved;

· Visit project sites regularly, including partner sites to provide appropriate technical assistance, monitor and oversee activities;

· Act as the main liaison with County Governments and IEBC officials and institutions, stakeholders and community members relevant to the project;

· Participate in peace, election and conflict related coordination meetings and professionally represent IFES in these forums;

· Support the development of partnerships with local and international NGOs, CBOs and other agencies involved in election conflict management initiatives;

· Build the capacity of select implementing partners to improve their technical, organizational and management capacity;

· Regularly meet and communicate with the Conflict Prevention Specialist to discuss program achievements, especially when they deviate from the original plan;

· Work with the Conflict Prevention Specialist to organize and facilitate field visits for donors and IFES staff;

· In collaboration with the Conflict Prevention Specialist, monitor security developments and report to IFES senior management as per the IFES security procedures and protocols;

· Jointly prepare donor reports with the Conflict Prevention Specialist and other staff to capture program impact;

· Other duties as assigned.

Qualifications, Experience and Skills

Academic Qualifications

Bachelor’s degree in a relevant field. A Post graduate degree will be an added advantage

Relevant Experience

At least 5 years’ relevant experience working with civil society organizations involved in good governance, peace building and conflict management or any other relevant field. Experience in the County (ies) of choice is highly preferred.

IFES is conducting innovative, multi-year U.S. Agency for International Development-funded projects in the Balkans to strengthen democratic institutional change and empower groups across all strata of society. The Program Officer is an intermediate professional position at IFES providing tactical support to the program division. Specific duties will include development, technical, administrative and financial management support and oversight.

Responsibilities:

  • Serve as primary interface with Country Directors and local staff to implement projects, supported by a Regional Director/Program Manager.

Related Skills or Knowledge: Experience with program design and project management. Knowledgeable on USAID and non-US based grant and contract proposals, regulations, and procedures.
